Referee

The Referee describes the world, acts on behalf of any non-player beings, and adjudicates the rules.

When the Referee finds the rules inadequate, the Referee makes a Ruling. A Ruling might be a one-time way of resolving player actions and other events or it might develop into a permanent rule.
