Notes:

• In PR #1087, can clang-omp be replaced with clang plus a suitable compiler flag?
• Michael will check Fortran netCDF environment variable is used at NERSC and by the NVIDIA people.
• For integer overflow in ESMF, did Doug submit a PR to CIME to address this?
• Alternate I/O layers might be better handled by writing wrapper routines to handle the multiplexing between different I/O layer calls for the dozen or so I/O library-specific calls in mpas_io.F (e.g., PIO_write_darray).
