Framework PRs

• PR 1449 - After some additional testing with MPAS-Atmosphere (this afternoon!), this PR should be ready to merge.
• PR 1453 - Mark may ask Bill to put together a short (~1/2- or 1-page) document summarizing the usage of the new routines introduced by this PR, and how to convert existing halo exchange calls to reuse data structures.

Other discussion

• Adrian has a proof-of-concept method to exclude certain blocks from halo exchanges. Implementing this in a final form in MPAS may be difficult right now, in part because the mpas_exchange_list types represent communications between two MPI tasks, rather than communication between two blocks.
