Notes:

The issue when starting runs in 1850 in ACME may be close to solution: we'll probably need to merge I8 changes into CIME, then add changes in the MPAS timekeeping code to use fast interval division to compute previous ring times for alarms.

Michael, Xylar, Matt, and Mark will try to discuss testing framework "offline" before the next telecon.
