Add Tracing Instrumentation at Network and Rest layer

Update - Reducing the scope and removing the TransportService instrumentation. We will enable it here - #8553

Description

Add instrumentation at Network and Rest layers.

This is how the instrumentation for a search request would look like on Jaeger UI.
