Maintenance Mode

In the course of oncall work, you may need to enable the maintenance banner to announce an outage or issue to end users.

To enable the banner:

1. Find the Maintenance Mode Github action
2. Add the custom message you want to display and set "active outage" to true . Make sure the environment is prod (this should be the default)

3. Run workflow, the banner should appear on SimpleReport within 30 seconds (it will be on both the static site and app)

To turn off the banner:

1. Run the workflow with "active outage" set to false
