Include ISO 19115-3.2018 revisions in 3.10.x branch, formally a submodule #5045

This is an alternate to #5035 which may be useful to resolve ongoing differences between master and 3.10.x branch.

The idea being that 3.10.x can cherry pick from a continuous stream of changes from May 27th until now.

metadata101/iso19115-3.2018

Each commit from https://github.com/metadata101/iso19115-3.2018 as been brought over one at a time, with the same commit message, with the description linking to the origional commit.

A note about May 27, 2020 (used as 3.10.x submodule):

Remaining changes applied with out issue:

geonetwork/core-geonetwork

The following changes on master affect this schema, and may be added to this PR on request.

Note dos2unix was used to resolve inconsistent linefeeds, prevening some schemas files to be added.

until gmMetadataContact is reworked to handle 19115-3:2018 responsible parties
Difficult to handle all possible combinations until that rework is done.
