This is an alternate to #5035 which may be useful to resolve ongoing differences between
masterand3.10.xbranch.The idea being that
3.10.xcan cherry pick from a continuous stream of changes from May 27th until now.metadata101/iso19115-3.2018
Each commit from https://github.com/metadata101/iso19115-3.2018 as been brought over one at a time, with the same commit message, with the description linking to the origional commit.

Change required by geonetwork/core-geonetwork#3569
dos2unixwas used to allow these files to be committed (as there wereCRLF would be replaced by LFerrors).README.md changed to reflect use as a folder, no install instructions needed.
