This PR is in two parts, first a commit removing the submodule, and secondly copying ISO 19115-3.2018 from
master.I removed the assembly and installation instructions as these are no longer needed.
This is the first part in a chain of commits that continue on the
metadata101/iso19115-3.2018and thencore-geonetwork. See #5045 for additional revisions.
