This PR is in two parts, first a commit removing the submodule, and secondly copying ISO 19115-3.2018 from master.

I removed the assembly and installation instructions as these are no longer needed.

This is the first part in a chain of commits that continue on the metadata101/iso19115-3.2018 and then core-geonetwork. See #5045 for additional revisions.

Note dos2unix was used to resolve inconsistent linefeeds, prevening some schemas files to be added.

I understand individual commits from #5045 may be needed for 3.10.4 if there are specific issues to resolve.
