deploy developed Python packages to GitHub Pages

So one can install the developed version with

pip install -U --pre deepmd-kit[gpu,cu11,lmp] --extra-index-url https://deepmodeling.github.io/deepmd-kit/simple

Before this PR is merged, one can replace deepmodeling with njzjz to have a preview.
