Vic2 To HoI3: Leadership

Leadership is determined by the pops in Victoria 2. The overall formula used is

clergymen/2 + officers + clerks + capitalists/2 + bureaucrats/4 + aristocrats/4

Where the size of the individual pops is affected by the literacy weight. For the value of the literacy weight, that proportion of a pop's size is proportional to its literacy. So for the default value of 0.1, a pop with no literacy would lose 10% of it's size for the leadership calculations.

If using the linear option, the resulting value from the formula is used directly. If using squareroot, then the square root of the resulting value is used. In both cases, the value is multiplied by a constant to provide realistic numbers.

After the leadership for each HoI3 province is determined, the leadership is concentrated in state capitals (using the Victoria 2 states). Leadership is set in increments of 0.05. Any leftover leadership at this stage is placed in the country capital.

The "no" option can also be used, which simply sets the default HoI3 leadership levels.
