EU4 To Vic2: Reset Provinces

##Conversion Provinces can be set to reset to the default V2 situation. This requires both the province be marked as resettable in the province mappings and that the option to reset provinces be set to yes in the configuration.

Everything in Africa that's colonizable in EU4, but starts in V2 as uncolonized should be marked as resettable, but most are not.
