Each nation is given an industry score, based on how far they are ahead of the average world Admin tech and the number of manufactories they have built (with manufactories providing diminishing returns). The top ten nations (including all that have tied for tenth place) receive factories.
The proportion of the shared industry score that each of these nations has determines how many factories it can receive.
The factories are then handed out in a round-robin fashion, being placed in valid states (provided their are any) in the receiving nations. When no more starting factories remain, or no nations can receive a factory, then the factory allocation stops.
The starting factories are defined in starting_factories.txt
