Create a user-friendly interface for creating and updating team configs

While users can create a Zowe team config, they have to edit their details in the JSON directly, which isn't always straightforward.

Describe the solution you'd like

It would be nice to offer a graphical user interface in Zowe Explorer where folks can:

• Create and customize a new team config
• Edit an existing team config
  • Deleting, re-organizing or adding new layers
• Visualize how the configs are merged / how properties are interpreted

Due to the complexity involved, maybe this could be an epic. But these capabilities would help with the adoption of team configs, especially if the experience is easy to use.

Describe alternatives you've considered

As mentioned above, users can edit the file directly, but its not always clear how properties are merged or how the config is interpreted by Zowe Explorer.

Additional context

This was mentioned in today's (11/21/2024) stand-up call as it would benefit both users and extenders.

Amber from the Zowe CLI team has investigated a config GUI implementation for the CLI. It would be really cool if we could find a way to use this same UI across both applications - not sure how easily that can be done.
