Integration with ZIO metrics

What

• Integration with the built-in ZIO Metrics to propagate the ZIO runtime and JVM metrics.
• It lacks the support for https://zio.dev/reference/observability/metrics/summary/ metric type. Micrometer can be used as a reference since it does a translation from Summary to Histogram due to the absence of Summary metric signal in OTEL standard (it is actually deprecated). I've created a separate issue for this OpenTelemetry: implement a mapping from ZIO Metrics Summary to OTEL Histogram #821.
