Cache-Tags header was appending even when no cache tags specified. This PR fixes it.

Now, the header only gets added if any cache tags are specified.

Hey Harry,

Thanks for taking the time to do this!

However, it is necessary because the related lines merge the cache tags in the grouped cache routes.
