Upgrade to 23.1.31 version

1. Add Rh layer 1.0 support. 2. Add Rho5 support (it is only available in "Open Data Folder") 3. Add Korean support. 4. Add "Check update" feature. 5. Add "Open Data Folder" feature, you can read all of Rho and Rho5 files in "Data" folder via this new feature. 6. Remove some unused options. 7. Fix some bugs. 8. Improve UI design. 9. Improve data structure of "KartRider File Library". 10. Improve the translation of Simplified Chinese.
