add github superlinter and auto release job

2. add auto release job
3. upadte PR template
4. fix linter error based on superlinter

disabled PYTHON_MYPY and PYLINT in current PR, as there is too many error to fix.
consider to enable it in future.

too many changes, split to different PR and step by step commit later.
use this PR to do debug and finally merge.

most of the code changes by black and isort code format tool, no any manual changes
it should be safe to merge.
