Instead of a nonstandard void element <ref spec=FOO>, use the text content: <ref>FOO</ref>. This allows us to use standard HTML parser/serializer tooling with the HTML source, e.g. for whatwg/html-build#279.

This needs to be merged in close concert with corresponding html-build and html PRs.
Note that some trailing whitespace removal seems to have showed up in
htmlparser.pas. Oh well?
