DSS buffer size again is 32 bytes; however if buffer is more than
16 bytes fill status bit is 1.

Enhanced QEMM API usage `cause I got a complete dec on QEMM API. Now under
QEMM VSB refuses to install only if ports 220-22F have been previously
trapped, all other branches has been removed. Found and very old bug
(ever since v1.xx) with setting timer speed - not too fatal, but ... ;-)
