The official mailing list is hosted at Google Groups.
Be warned that list is public and anyone will be able to read your messages. We don't intend to restrict the access to any sent message. In fact, it's not possible to remove the message from each user's inbox after you send it. If you want to share "secret" information with Tufão developers, request a private contact form on the mailing list and then use it. You should check if the reply really comes from a Tufão developer (use git tools to check who they are). Note that these "private" messages might have a lower priority and will have less attention (in the sense of less people able to reply to it), then the time to receive a reply should be slightly longer.
A backup of the archives is hosted at Gmane and should be prefered, because the mailing list hosting could change in the future (and given Google projects' history such as Google Buzz, Google Wave and Google Reader, such feeling is quite justified).
Initially, there were some portuguese posts on the mailing list and the original author decided to exclude the mailing list logs and create a portuguese mailing list (also hosted at Google Groups) to avoid problems. But, since the separate list was created, no more portuguese posts ever appeared again.

If you don't want to install any IRC program on your PC, just use kiwiirc.
Remember that just because dude is online, it doesn't mean dude is actively checking the channel's messages. Post your comment there and stay connected to the channel until dude is able to respond to your comments.
If you're planning to use IRC extensively, we recommend you to use an IRC bouncer (such as ZNC) opposed to painful IRC logs. In fact, there is no official IRC log for the Tufão project and you should use the mailing list if you want to be sure that the message will reach all developers.
There is also a gitter room to discuss Tufão. There's a bot syncing messages between the IRC channel and the gitter room.
If you find a bug, then it's better to document it on the official Tufão issue tracker, otherwise the developers can forget about it and possibly never fix it. Please use the search box to know if your issue was already warned by someone else to free the developers of additional effort. You may find enhancement proposals there too.
