As mentioned in this post, Cloud.gov Pages will no longer be supporting Ruby v2: https://cloud.gov/2023/05/24/cloud-gov-pages-jekyll-ruby-upgrade/.
This PR migrates the Ruby version to v3.1.3. This consisted of updating the versions of Ruby mentioned in the
Gemfileand.ruby-versionfile, as well as deleting the existingGemfile.lockand recreating it withbundle install.
