Tool navigation proposals

This PR should not yet be merged, as it is the source for some discussion.

@Jolien-S requested alternative ways to sort the topics, as there are (will be) many tools at some point.

This PR starts adding categories to the topics, with only "Tools" being present to begin with (it can be flexibly expanded). The navigation alternatives I propose are twofold:

1. Adding a separate "Tools" link next to the "Topics"
2. Adding a dropdown menu to tools and having it refer to all topics or only tools

What do you think about options 1 or 2?

Option 1 for me seems rather specific and potentially disruptive (changes the order of navigation). It also is case specific. Option 2 is easy to expand if we ever have other prominent categories we want to highlight in the future, and is non-disruptive.
