Update XDMoD to version 11.0.0

Description

Update XDMoD packages to the latest build (11.0.0).

Details

• Updates RPM installs to 11.0.0 for xdmod, xdmod-supremm and xdmod-ondemand RPMs
• Update README to reflect changes between 10.0 and 11.0 XDMoD setup script
• Update pre-configured configuration file tarball to include settings needed for the 11.0 version.

Testing Details

Tested against the pre-built images with

docker compose build --no-deps xdmod
docker compose up

Then confirming the UI loads and the new Resource Specifications realm is present and correct.

Thanks! This worked for me (no deps didn't but built fine anyway). (Aside: is there a better way then this to get an xdmod docker image?)
