transporter stops working
resources stop coming out of flag
no transporter arrives at a road
serf gets stuck in WaitIdleOnRoad state and creates logjam
circular serf deadlock on roads
if a called serf/worker never arrives at a building, another should be sent, and the disappearance of the first one should be detected by periodic check (or root cause if we can find out how/why)
