Most of the libraries used by the modules today are shipping with WP, no need to rebundle them.
This is not a solution since no replacement is provided. The todo note is a reminder to come back to this.

The php-date-formatter package does not really export anything, so it cannot be aliased in webpack externals. The next best thing is moving the script to Common and providing a handle for it.
While we need the plugin text domain in the matching function, no need to load markup and translate information.

the element is often used across the plugins without children
This updates the element to not rely solely on the `selectedDate` from the `useState` hook. The date picker will render a number of times with an empty `value` property that will, correctly, default the date to today. That initial missing `value` will dictate the `selectedDate` for the component making the use of `setSelectedDate` the only way to update its value. This changes the date picker to hydrate correctly from different, folllowing, `value` properties and to handle the PHP and JS date-picker format correctly.
