Added the possibility to set extra payouts for certain users/callers/contracts.
This extra payouts preceeds the one for the collateral.
THALES extra payout will be set to 1%, but extra payout for StakingProxy contract will be set to 2%, thus achieving the desired effect in TIP-232.
