CI update for Cortex-M with Arm Compiler 6

These changes updates the CI for Cortex-M with Arm Compiler 6.

It replaces the following workflows:
  .github/workflows/cortex_m_virtual_hardware.yml
with
  .github/workflows/cortex_m_arm_compiler.yml
that required updating.
The new workflow is simplified and can run on Github runners directly.

Adding a tool configuration file for vcpkg in:
   tensorflow/lite/micro/tools/github/arm/vcpkg-configuration.json

Removig superfluous workflow files:
tensorflow/lite/micro/tools/github/arm_virtual_hardware/cortex_m_corestone_300_avh.yml
tensorflow/lite/micro/tools/github/arm_virtual_hardware/cortex_m_generic_avh.yml
