Adds a ros_control-based simulator (using ros_control_boilerplate) in tracebot_mockup_simulator package. Updated usage instructions are added to the README.

Note that the docker-based instructions may not work yet because I still have to update the image when merged into main.

I'm also thinking that it may make more sense if camera_display.launch is automatically included when the simulator is ran. What do you think?

Note that this does not work when running the ros_control-based
simulated model.
