Big update 1.4.0!

The framework is divided into two repositories,
the new base core is (https://github.com/symbiotic-php/micro ).
Strict typing has been added and parameter types have been set.
Added the ability for the framework to work in RoadRunner mode.
Some kernel packages are separated into separately pluggable packages.
