Update the admin view to update Featured Bounties via a modal

Related to #741

This will add a Featured Bountybutton to the admin view.

On click of the button it will display a simple form that will load the featured bounties in the bountyStore

First pass this will be a single featured bounty for simplicity in the front end design, but please ensure this would be easy to add additional featured bounties.

@aliraza556 testing this on staging this isn't working. There is no persistance of hte url in the store when you navigate away from the page - I'm not sure this is saving correclty?
