Whitelist & Blacklist (SteamID only)

Note: If users are on both the Whitelist and Blacklist, the Blacklist will always be the final outcome.

/cfg/sourcemod/ProxyKiller-Config.cfg

to/addons/sourcemod/configs/databases.cfg
