Resolves CCD-1529 and CCD-1530
This PR addresses the new reftypes for MIRI LSR PSF and the new refpix for Nircam. It also adds an rmap needed for CRDS-884, in particular the pars-badpixselfcalstep for nirspec that has been giving errors in the C-String pipeline.
