This implements PSK at stage 0 for noise IX. The primary benefit is that initiating handshakes have their contents masked, which contains the certificate of the initiator.
This is slightly different from the old implementation in #441. Mainly we aren't mixing in the recipient address because in v2 hosts can have multiple addresses which explodes the possible keys to test at stage 1.
