This uses an RRO overlay to set the always on display string to true, and then it's packed into an apk. While installing it copies the overlay to /system/product/overlay/, hence why it only works on Android Pie+ (I'm planning on fixing this though.)
To install it, simply download the zip, flash it in magisk, and then reboot. Always on display will then be available in Display settings.
