Extracted samples projects issue, projects_samples table needs syncing

Extracted samples have their projects and permissions delegated and bound to the originating data file.
Unfortunately, this means that for those samples, the projects_samples table is blank leading to a problem with Project.samples and Sample filtering by project.

A simple solution is to copy across the projects into the table when the sample is created, and also whenever the data file projects are changed.
