Adds Arbitrum Sepolia production deployment
Why?
Polygon is planning to deprecate Mumbai. As a result, most RPC providers nuked their Mumbai RPC URLS. Hence we migrated to Arbitrum - the only option with a good etherscan explorer, EIP1559 support, and good Foundry

We changed the .env variables for the contracts subdir, deployed to Arbitrum Sepolia, and then switched the app .env variables to point to the new chain
