This PR adds extra function to submit spins to Spinitron.
Spinitron is the leading platform used in the US by non-commercial community and educational radio stations to submit and track the songs they play.
These function should make it more convenient for those stations to adopt both Liquidsoap and Spinitron when building automated and non-automated systems.
