This update completely fixes command hiding.

This week's SE update broke SESE's ability to parse the world config file and I haven't been able to figure out why. For the time being, SESE just won't load the world config at all. Unfortunately this means you'll need to use the vanilla dedicated server exe to modify your world settings. I'm not happy about this either, trust me.
