1. A Go cron that polls this "https://stopcorona.tn.gov.in/beds.php","table",1
every 15 minutes and update database table.

2. A web page that has subscribe and unsubscribe options where users input their
email to do one of the options together with the list of hospitals
that user want to receive push notification.

3. Another Go cron that looks up the subscription list and sends notification as summary
to users every 20 minutes together page where user get complete information about
the hospital status.
