This creates 2 new workflows which publish a new release to either PyPI or TestPyPI.
A tag starting with
vtriggers the former, while any commit to themasterbranch triggers the latter.Publishing happens using Trusted Publishing which requires setup on the repo settings (done already) and on Test/PyPI:
