ci: build core-image-base instead of core-image-minimal #93

  • Specify core-image-base as the default target
  • Drop specific target list for qcm6490 as esp-qcom-image is now built by default when qcomflash is used

esp-qcom-image is now built by default with the qcomflash image type,
which is enabled by default in CI.

Prefer core-image-base by default instead of core-image-minimal, which
is the default from kas when target is not defined.

Base is preferred as it has a larger set of packages as it includes
packagegroup-base-extended, which has tooling support for wifi and
bluetooth.
