10 is way too high for a bsp layer, prefer aligning priority to the same value as used by base layers and other common BSP layers (e.g. meta-qcom). Signed-off-by: Ricardo Salveti <[email protected]>

Minor fixes for layer.conf, aligning the layer priority to the base layers (and other bsp layers) and also making the dependency on oe-core explicit.
