singularity-1027729: Citadel Pre-Release

Note: Due to some changes to the database (which may or may not be final), this release DOES NOT use your existing user database. Instead, it creates a saveddata-test.db database wherever your save path is (defaults to ~/.pyfa/).

This is a pre-release for the April release, otherwise known as the Citadel expansion. This release isn't anywhere near complete (fighter UI / functionality has yet to be implemented), however most of the new effects have been added and should work, and it might be useful for some folks to start theorycrafting. I should also mention that pretty much nothing has been tested, so have fun =)

Data is sourced from Singularity v1027729 which was dumped on 04/11/2016.

The new character implants feature is also included in this release.

As always, it is helpful during this pre-release to test out the affected changes, including ship bonuses that may be affected. Known issues / missing functionality:

• Some icons missing due to a EVE Client change
• Titan fleet bonuses not yet implemented
• Fighters have not been completely implemented (you can add them to your fit, but there is current no checking of legality or DPS calculation or anything of that sort).

PS: Yes, Citadel structure fitting is fairly similar to fit fitting, but it's not currently possible to do so in pyfa. This feature is currently in the backlog with no ETA.
