This updates the templates to use EKS v3. (Announcement blog post)
The aws-kubernetes tests are normally not executed in CI because they take a long time (~45 minutes to an hour). To verify the changes I temporarily enabled them and executed the tests. The results can be found here: https://github.com/pulumi/templates/actions/runs/11504766967/job/32024989719#step:21:1988
