Using the publicsuffixlist to group hostnames under their logical root; prior to this addition, x.y.com.kn names are being grouped under com.kn as opposed to under y.com.kn.

Reason for PSL Inclusion

I am not affiliated with the *.kn authority -- this requested addition is based on public information:

• the Wikipedia article linked in the original commit for .kn from 2008 was updated in 2016 to include com.kn
• the www.dot.kn link in the original commit from 2008 seems to have been down since 2009, but the more recent, active site on nic.kn does explicitly call out .com.kn

Following from the IANA root db

to nic.kn there was a policies page located on the nic.kn website.

This page lists .com.kn and .kn as the registration options

Additionally, the whois.nic.kn lists for the nic.kn entry email addresses and contacts at a gov.kn so it is believed that the namespace is not holisitically represented by this PR

To proceed with this change, there would need to be the addition of the _psl DNS records to ensure that the registry is in the loop and verifies the request.
