- Adds support for the Oshur surf and storm update
- Refactored how the Lattice data is parsed and generated for the TerritoryCalculator.
- This adds bi-directional linkages between facilities, whereas before there were chances lattices were not traversed
- This should improve map territory % accuracy
- Overall refactor of the code / cleanup
