i don't think we can add this due to action using buildkit containers directly (#32)

**Patching Local Images**
To scan and patch an image that is local-only (i.e. built or tagged locally but not pushed to a registry), `copa` is limited to using `docker`'s built-in buildkit service, and must use the [`containerd image store`](https://docs.docker.com/storage/containerd/) feature. To enable this in your Github workflow, use `ghaction-setup-docker`'s [daemon-configuration](https://github.com/crazy-max/ghaction-setup-docker#daemon-configuration) to set `"containerd-snapshotter": true`.
