Upgrade to view_component v3.19 to fix CI

What are you trying to accomplish?

Rails main recently updated their next release version to v8.1, which is incompatible with the current version of view_component. I just published view_component v3.19, which updates the Rails version constraint. Upgrading to v3.19 here should fix the issue and allow CI to run.
