- fixed json and test - fixed texture packer still creating individual images - ensure output is removed if the cache key changes
- fix compressed pngs not working
- remove spineAtlasMipmap from mipmap-compress - fix png compression - add spine package

PixiManifest now adds metadata to the manifest.
This uses our current expected format {data:{tags:...}}
It would be cool to remove the tags bit in a future PR. But it. ouwl be a breaking change, and we have enough of those for now!
