This PR adds a object-level-permission framework on top of the Django builtin permission framework.
It also updates the version of several packages, being the most visible: the swap of jazzmin to django-jet-reboot.
Jazzmin is not being updated in the last year. This is a preparation to a future upgrade to Django 5.
